In all likelihood, based on the similarities of ships shown in the trailer, this game is based in the same story-space and probably has direct tie-ins to the previous games. Ideas aside, this is not probably not a brand-new-built-fresh scenario, but one that pulls from their previous content.

Singapore/HK store is Asia region, while the JPN store is Japan region. Many titles are released to Japan and Asia region at the same time, but it's not 100%. The only other concern I can think of is that PSN HK cards are not as common as Yen cards, but I've noticed most of the retailers carry HK cards now.

The extra padding that the JPN card vendors charge is for taxes, overhead, and profit. I forget what taxes are on the cards but they do have to pay it, thus why there is a proportional overcharge for what you see online.
