I think this may be a condition within X number of days of purchase (maybe a year). It's so that you couldn't do what you describe: buy a car in a state with no/lower sales tax and register it there then reregister it in the new state to avoid the sale tax.

I think this is why this situation is taking so long; McLaren wants its cake and eat it too. I think they want Jenson to help sort out the chassis with the new engine as well as his excellent relationship with Honda and Japan in general but they want to keep Magnussen for the future.
