The issue with this is a basic one: to do business in China you MUST appease the Chinese Government. If you run afoul of them you will lose access to their market and all that investment in the Chinese market is cut off. Its why Tencent one of the largest companies in the world, keeps popping up in these discussions

100% this. A “wallet” with business cards and a grocery list is essentially just trash. No one is going to get upset that it went missing, so why should anyone put in the effort to return it. Returning money, a key, or an ID is actually worth it.
