Most assuredly a combination of expressed desires of the presidential visit “advance team” (which were probably emails and phone calls without much specificity or time to fully coordinate) and the local commander. As a former Navy Officer who held a TS SPECAT clearance and frequently acted as the ship’s handler for SEAL operations in Kuwait and Iraq, I would expect that they would be transferred out of theater now.

But the distinct lack of upper case makes it clear that the words were being used descriptively, and not as a title. And in that case, “special forces” is indeed a fully appropriate way to label elite military forces of any ilk.
