I imagine it's a combination of budget and stylistic choices. I just feel like the Persona series (namely 4) raised the bar on how the SMT-style battle system could look, similar to the way that DQ VIII raised the bar on that series.

Personally, I liked it because the setting and structure and mechanics differed from the usual Zelda games. Sure, it recycled like all of the NPC character models and animations from OoT, but it did have original characters, and a whole bunch of original enemies.
