The figure isn’t that useful without knowing how does it compare to the rest of the industry (and also how strict QA is, how granular and where in the pipeline line it is done).
Right now, you pay for internet service, type in an address and go to it. Net Neutrality means the internet is a public utility that anyone can use how they see fit. You can set up your own website, and that site could become the next Amazon or Facebook or Twitter (for good or for ill).

There is literally one company that can save Net Neutrality today—Twitter. All Twitter has to do is lock Donald Trump’s account with a message that says, “Unlock your account by saving Net Neutrality” and the FCC will scrape all of their plans by morning.
