If the “glue” seals the labia shut, that would include the urethral opening along with the vaginal. I would assume the pressure from peeing would cause the seal to fail, and release both urine and the withheld menses.  

A cervical cup holds the stuff in the same place (inside the vagina)- so your condom analogy is a bit tenuous...
