From the video it looks like the crane might have come down almost directly over a bridge support - I wonder if it had hit closer to the center of a span if the damage would have been worse - I imagine the tip of that crane had some serious speed when it hit the deck.

I think the author is using it correctly - in biology we talk about active and inactive genes all the time. Genes are information, but not all of them are expressed, if I remember correctly you can check if the information is being used by testing for a polypeptide that is produced by “active” genes - information in
