The first diagram shows that the distance from nose to anus in the upright position is about the same distance as it would be if they were sitting next to you... except there is no barrier from the person sitting next to you. No worse than it is now the way I see it.

I think #18 is the lay flat position of #12. Plenty of room for everyone, I think this is a terrific idea (as someone who has had many 14+ hour overseas flights in coach).
You are correct, they follow the guidance - but as a vehicle manufacturer, I can assure you that just because a vehicle meets federal regulations - local regulations can overrule the Feds.

Your right, my point was about animals avoiding speeding machines... substitute Moose for squirrel and that should more closely approximate the danger level of the animals to the machine.
The EPA (Federal?) may not stop you, but your local department of motor vehicles may decide not renew your registration if you fail emissions. Local regulations are what the average person needs to comply with, and usually the motor vehicle department and the state environmental protection folks do not collaborate.
