No, you're definitely on to something, but I do think age is a factor. The college age ones usually come off over eager and insincere, but generally the ones I encounter in the late 20's and up are fine. I dock it off to youthful energy and a desire to score.
I don't think AeroStarMonk is. Jerry can be kind of a dumb-dumb, but that doesn't mean he can't also be one of the more perceptive (in his way) characters on the show. See Millie from Trigun for another such example.
