So does this "promise" actually constitute a side letter expanding or clarifying the CBA? Is it signed by both parties or does Management issue this letter unilaterally as a sign of good faith so as to keep the contractual provision regarding "the best interest of baseball" in the CBA and out from the negotiations…

Doesn't the Commissioner sign a letter stating that he will not invoke the "best interest of baseball" provisions of the CBA? If that is the case then why does the provision actually remain in the CBA? Also if the letter is signed as a promise does that provide standing for arbitration?
