Carriers provide a lot more than a strike capability. A few years old but still relevant. 

I have zero problem executing people where there is no doubt of their guilt. If, for instance, someone murders a child they should get the fast-track to the death chamber. If it’s a case where there is any doubt at all, life in prison without the possibility of parole is fine.

In my state you are better off having the signal send a text to the person driving to warn them of an impending red, as they will be paying more attention to the phone than anything on or near the road.
