Lord, no. The Marshall Plan accounted for, as Eichengreen pointed out, 2.5% of the 16 countries income combined. As an SAP however, the 1 for 1 aspect can’t be ignored. The real key then to Marshall was not in rebuilding, but in market liberalization.
