Yep. It’s a backwards sale in a certain sense. They know it’ll never go on sale, but it WILL go up in price. If you want it, get it while you can save $5 bucks. They’ll get a sales surge over the next week, but as many others have said. The people who want this game already have it because they know it never goes on

They still put out updates on a monthly basis. You might note that you need to pay people to do that.

In this case Factorio is a notorious time sink of a game. People have nicknamed this game ‘Cracktorio’. It’s definitely not for everyone, but everyone who enjoys it gets pulled into it for upwards of months to years. I’d say for $35 that’s a steal. Really the goal for them now is to adjust the learning curve but

Devs either need to make new games to sell and stop supporting old ones or they have to sell add-ons to old games to continue to make money so the devs can continue to be supported/employed.
