I was thinking the same thing. The 2021 Toyota 4Runner, which sells very well, gets 17 combined EPA. I owned a 1997 and a 2006 4Runner, and both would get 19mpg average, pretty much always.
Did you unlock the “larger” fuel tank? You can use an app to get the EU tank size and change settings on when the REX turns on. Here’s a video from TFL about how they did it:
