For anyone who cares and still follows this I was able to finally do a complete refresh if the iPad. It seems slightly better, but there are still bugs. The number function on the keyboard is still painfully slow, screen rotations seem better, apps open faster. SO yeah I would say it's an improvement.
Remember cash? That's all I use. It makes you realize how much money you are spending. When I swipe a card I feel no pain. When the cash leaves my hands I know exactly how painful what I am buying is and it helps me question whether I really want a $5 late or not.

What I am seeing is problems with lag. Lag when waiting for keyboard, lag when switching to numbers on keyboard. Lag when rotating portrait and landscape. Changing the background takes 30 seconds when before it was instant. Just an overall much poor experience. It remind of old android phones.
I've lost patience with iOS 7. The iPhone version is OK and I can tolerate it for now. However the iPad version is just terrible. IOS 7 ruined my iPad 3.
