Seems like it has been repaired before. You can see an off-colored square in the exact area he’s working.

At :02 you can see the slice in the tire. At 1:00 you can see after all the cleaning up, that the slice is all the way through the threaded metal/cloth that holds the rubber together. The stuff thats kinda like re-bar in concrete.
