For the most part, yes (at least in DoD networks, not sure about State), but that’s not where you get spillage. Where you get spillage is when some sends an email that should be classified over an UCLASS network. This scenario is actually quite common, and most don’t even realize they’ve done it.

That’s what I was thinking. The only classified stuff I’m near is literally locked in a room without an internet connection, and talking about it or going in with your own laptop is absolutely forbidden.

In my experience with the Army’s SIPRNET, they are separated. External devices are blocked but even printing classified material and/or then talking about it with someone not in the need to know or over means that are not at the same level of classification or higher, is a violation.
