I agree. He seems to be a very smart and wily (Renaud = fox) leader of the Wesen. His position as police captain allows him to keep things under control, and has probably led to this large influx of Wesen to the Portland area. (It seems unlikely that the show is implying that there are this many Wesen in every corner

Adam Arkin has been around for quite a long time himself (Chicago Hope, West Wing, etc. etc.) but never quite sounded like that before.
