I'm on 2.0, use rest mode, have the option "[Settings]>[Power Save Settings]>[Set Functions Available in Rest Mode]>[Supply Power to USB Ports]>[Always]" set, and never leave a game running when entering rest mode.

I'm on 2.0 and have never run into the rest mode issue.
