Nobody is saying anybody chooses to become an alcoholic. Just that one chooses to drink and drinking has no real benefit to anybody, and there for it’s nonsensical to compare to something somebody has to do for their own health, and which has a side effect of being addicting.
No, drinking always has negative effects on the body. Sure, some studies say that drinking a small amount might have a positive benefit, but that does not mean it is not also having a negative effect concurrently.

I would bet that it’s because tobacco makes less money/provides fewer jobs. It’s also more publicly visible, people generally don’t drink except in places where drinking usually takes place. Smoking is more visible, and more of a nuisance in public.
