If you use Apple Configurator, like in a corporate or government environment, you can disable pretty much any and everything on the phone. Whether or not they’re uninstalled fully (probably not, similar to how it functions normally) the user cannot access or reinstall them.

For accuracy’s sake: Apple added WKWebView, which includes access to nitro, which is available to apps in iOS 8. Google has chosen not to update Chrome to use it because of the “significant technical limitations” compared to the older UIWebView:
