@Brian: The 2010 was the first year to be built in North America. The 08/09 are Japanese built. Different parts supplier apparently.
@BenjiS: I think I answered my own question. The 2010 Highlander is the first one to be built in North America, the prior years were Japanese built.
What I don't understand is why the Highlander now? Our 2008 model (same bodystyle as the halted 2010) also has drive by wire throttle control.
