It can happen, especially if the Key Grip or Gaffer are complacent.  If the department head is covering for the DP then they can undercut any individual claims to the union. One show I worked on the Key Rigging Grip fired a guy on his crew he claimed was disrespectful and the guy ran to the union but nothing happened.
