It's probably just there to ensure that the wheel settles in the center, although if you're on a level surface with the parking brake engaged, it may be sufficient - if less than ideal - protection.

You can see in the video there is a recess in the centre of the top plate where the wheel settles in, but I don't know if it's significant enough.

I suspect that bad behaviour and disregard for the rules have a lot do with it as well. It's a problem everywhere. Make sure all of your club members know the rules, and enforce them when you're out.
