Ugh, kinda. There are ways around it, and you cannot play Sniper as a "right-click" hero....not till really late, heavily geared sniper. But now, I can't even mini stun my enemies, it's like he's extra sucky, if that's even a thing.
Yes he could, but that's one extra room that should be used for something else. It also cost more money. It's an annoying conundrum and I haven't been playing Sniper for awhile since I've lost 10 games in a row with him. I have no idea what sort of build I should make for him. Maybe I should just focus on tower damage…

True, but the 40% chance is such a turn-off. So you MAYBE have a 40% chance to slow speed and attack for 0.5 seconds. Rather than a 40% chance of a 0.5 sec mini stuns which cancels out a bunch of spell-casting stuff (not just TP). IMO make it perma-slow or perma-slow atk spd, but not that weird 40% chance to do both.

With the new update, the sniper can't really do much unless he buys a Monkey King Bar (among the other items he have to obtain to survive mid/late game). He no longer does mini-stun, which was great to prevent TP escapes and ganks. It's even harder to use him than before.
