Everybody thats invested time into FFXI knows its the best FF (in terms of music, story, mechanics, art design). But if we're not going to count that, then I would have to say its a tie between FF6 and Tactics.

Maneater(s) is the hardest boss fight in the game (imo), after failing a good dozen times or so I went and just grinded souls in 4-1, putting another 5 or 6 points into everything before I was able to go back and murder them.
