Just a small quibble: it was to punish women for taking nazis as lovers during the war, not collaborating. This was a form of mob justice in smaller occupied villages carried out against socially perceived injustices that the actual authorities and tribunals had no business adjudicating.

On top of that xenophobia is culturally built in sexism, that more or less makes women chose between careers and family life. It seems that many women there are not interested in playing ball in this system.
