I agree they should be. But that’s a different discussion, as web hosting services aren’t ISPs. Twitter’s basic business function is much closer to GoDaddy’s or SquareSpace’s: People post their content on the companies’ servers for other people to view.

Web hosting services are private entities, too. There’s not that much of a difference between Twitter suspending Jones’ account and a web hosting service refusing to host him. For example, Richard Spencer’s website was pulled by GoDaddy earlier this year for peddling hate speech in violation of their TOS.
