Pretty much every state has a coast guard presence as long as that state has navigable rivers. They manage navigation aids and patrol the waterways.

Cutting the Coast Guard is a terrible idea. Cutting TSA is meaningless because they have a 98% fail rate via their own testing processes to see if they catch weapons/bombs.
