I am pretty sure that on federal property, the rules are different. I know that in many federal jobs, you aren’t allowed to have any form of cell phone for reasons of secrecy. FYI In some states its illegal to record people on audio without their knowledge. Be very careful. Know the local laws to keep yourself out of any trouble.

No, it was New York and publishing.
