The movie is not named after the character, it's named after the William Carlos Williams poem "Paterson," of which it is at minimum a homage, but closer to a lose adaptation.

With respect to the sweeping scene - I trust our stalwart crew of experts hasn't missed the fact that bafflingly long scenes of people doing random things have been a staple of Lynch's expressive idiom for decades. I don't see that it requires any further explanation.
