I think the homeowners literally see the housing shortage as driving up their personal wealth and that is the only reason they are opposed to more housing. They can make a killing renting or selling while barely lifting a finger and they don’t want anything to threaten that gravy train.

I think the idea is that anyone a certain percentage above the poverty line would be able to donate a percentage of their surplus. So for someone not above that threshold, they would not be morally responsible for contributing. And yes I read this over a year after it was posted.
