Actually I do not believe he went back in time. Ethan was selected for this program and they both were aware he was in his hibernation chamber at that time. Theresa and Ben were chosen a few days later. Pope evidently gathered the people who were selected after the accidents occurred.

You saw Pilcher in the present day because most likely Ethan's boss was involved with the process of picking candidates. If I remember you never saw Pilcher talking to him from the town. Only from the outside.

Also i thought the resurrection arc was finished last year. The writing was just the next step as is the city being the next step.
