The filmmakers left a lot on the cutting room floor. Obviously this happens all the time, but some of what was left would have clarified a lot of what the film is trying to say about corruption in 1980s Detroit. After watching this episode, I immediately went back and rewatched the first few episodes of Season 1 so that I could remember what it was like when this show was funny.
Yes, because the story of his imprisonment in Michigan was the story the filmmakers wanted to tell. I also think your initial assessment fails to acknowledge the shady dealings of not only the FBI, but also Detroit PD.
