No they don't. There isn't a 'standard' app, API or interface.
Every vehicle sold in the US, as a 1996 or later had ODB II ports - none of the ports are bluetooth equipped. The Dash is the bluetooth device.
All vehicles sold in the US have to adhere to the OBD II standard (which means they all must have an ODB II port). The ports are not and never were bluetooth equipped. The dongle itself is what is bluetooth equipped.

Hate to tell you. It is not going to be deemed to be 'cruel and unusual punishment' because it was not a 'sentence' issued by a court. Horrible actionable treatment, but not 'punishment' in the legal sense. It sucks, I agree, but the law often doesn't know 'right' from 'wrong'.
