See I had the exact opposite thought. If you have a material that is able to deflect a lightsaber hit; then why isn’t their armor made of it? I mean they are clad head to toe in armor. I don’t want to hear budget as an excuse.

I agree that he is a kind of amalgamation of both New 52 Zoom and Black Flash. I wouldn’t normally say Black Flash but multiple times this season they have referenced that he wants to kill all the speedsters and obviously his design with the skull mask and pure black costume allude to death.
If you look at Black Flash in the comics, who this version of Zoom is clearly based on you can see it really just is a black version of the suit.
