It’s at the bottom of a large hill. The clearance was fine going up, so every now and then a driver going down would ignore the clearance signs since they already went under it without issue.

The bullet is fighting gravity more when shooting at a target of equal elevation. At equal distances, a bullet on a downward angle will hit higher than one shot flat.
It might not normally make a big difference, but at that distance it would.
