My purchase-threshhold expectation hasn't changed since they announced the iPad 1: I'll buy one when it runs the same OS as Apple's laptops and desktops. Given how the changes in Mountain Lion are making it more iOS-like, I'd bet this happens in one or two more cycles.

GPS does have two signals; CA code (coarse acquisition) and P code. CA code has always been available for civilian use; Clinton lifted Selective Availability (SA), which made the CA code less accurate. P code is encrypted, much more accurate for military use, and has never been available to civilians.
