You clearly forgot about the 2009 flu pandemic. Democrats were in charge of both Houses of Congress and the Presidency. They allowed millions of people in the US to become infected and over 1,000 people to die before finally claiming it a ‘public health emergency’ in Oct 2009.

Federal spending on the military is mandated by the Constitution (it’s one of the few things the Federal government is expected to do). Spending on education is not required.
