I wonder if I have a condenser microphone in my ear. I can hear the humm of CFL, much more so when they have warmed up. It's only slightly better than old-school ceiling ballast for 4 foot bulbs, in other words, pretty annoying.

try a different monitor on that computer and if the line is there, it's the video card. try the original monitor on someone elses computer and if it's there, it's the monitor.

Did you double check that it is the monitor? While it does seem like the monitor, there is an off-chance that is the vram on your video card. Better to go shopping for the item you know is bad than to waste your time.
