That's a manufacturing issue if I remember correctly. Well, depending on when you got your Nexus 7. The storage type used would get painfully slow and unusable depending on how full it was.
But then you'd be complaining that they don't update your phone. It's lose lose from a carrier and OEMs perspective. Don't provide updates? People bitch. Provide updates but for "older" devices? People bitch.
As much as I agree with what you say, I have to also say that what you want would never work. The number of us who want to unlock our bootloaders and have root are miniscule compared to the overall number of Android users who could care not a whit about either of those things.
