Watching the video, they apparently arrested the woman driver (my guess, resisting arrest, disorderly conduct, driving with expired registration - to make the rest of it seem ‘plausible’), and it looks like they took the passenger into custody too (he was taken to the other police car), and I couldn’t see him doing…
