Do not speak to Jarl Balgruuf before you have completed all the side quests and faction missions. This will allow you to have much higher level character to use against dragons. They only start to bother you once you complete the quest: Before the Storm.

This is the problem with modern films, everyone waits to see the trailer, spoiling the movie for themselves. People are idiots, what till the DVDrip comes out and pirate it like a normal human.
