It was kind of weird. They included Back Cover in 2.8/The story so far because it was important to know for the overall story. Yet Back Cover really mostly helps with the Epilogue, but due to Ephemer only being in Back Cover for like 3 seconds, it doesn’t really help with that scene.
To be fair, he was already established as the overarching villain in KH2 (when they tell you that “Ansem” was really Xehanort’s heartless and Xemnas is the Nobody), BBS (Where we meet him and he’s clearly the overarching villain) and DDD (where is plan as the overarching villain going into KH3 is plainly laid out).
