I would tend to think that the scenario suggested at the end of the article would come true. Universities and colleges would be pressured to "game" their stats for a higher ranking (like they already do for other stats that affect the ranking.)

Well, logically, if you think about it, no person can control what another person does with their image (inside their head.) Like , if Person A looks at Person B, remembers the image, they can then use said image for whatever (gross?) purpose.
