Absolutely spot on. Hardly anyone who has spent time in the restaurant business would argue otherwise. The people on this forum that think servers should make minimum wage need a mandatory sentence of waiting tables for a year so they understand what they're talking about.

It is also illegal and they might get investigated for it.

In your scenario that is well beyond bad service and even as someone who used to wait tables I wouldn't tip for that either. Get a manager involved at that point and request a different waiter. The one you get will be one of the most solid in the building because they want to avoid corporate complaints.

That's fine, you just happen to be wrong. It is customary to give a small tip to the takeout person, it is however your right to be rude.

Having worked at a Macaroni Grill, it is acceptable to tip the takeout person about $2-3$. For large orders (10 or more) I would throw in an extra few bucks. 10% or less is appropriate since they didn't have to 'wait on you'.
