Adopt college baseball's pitch clock. When no one is on base, the pitcher has 20 seconds to throw a pitch, or he is assessed a ball. There's literally a clock out in CF. That plus enforcing the rule on the batters (has any player other than Ron Gant ever been hit with that rule?) would speed it up.
