By Bay standards, The Rock is great, but it is still a Bay movie. More bullshit than necessary, and the action isn't always as coherent as it should be.
I love Heat, but it is not an action movie. To me, an action movie is defined by the extent to which its characters are defined by action under extreme circumstances, rather than words in quieter ones. Heat is a 3-hour movie, of which maybe 20 minutes are proper action in that sense. But what action!

I wasn't actively annoyed by this like I was by the season 3 premiere, but it was still a freaking mess. You only have 3 (or 6, depending how you count) episodes per season. There is no time to spend one of them setting up new loose ends.
