You’re right. I didn’t dig far enough into the links. It makes a lot more sense when they are talking about NOx or NH3, as opposed to N2.
I see, thanks for the info. I don’t know much about the N2 process in vegetation, but I know a lot about oxides of nitrogen in combustion. It seems like any disruption of the local vegetation would be temporary and would be but a drop in the bucket in terms of atmospheric N2.

How is Nitrogen emitted from construction? That’s what I don’t understand. Nitrogen is inert when referring to internal combustion engines, that’s what I meant. So, how does construction create N2 emissions?
I’m just confused by the actual emissions they are worried about. Atmospheric Nitrogen (N2) is the concern here, which has nothing to do with combustion. In fact, combustion can REDUCE the amount of N2 by converting it to NOx (NO, NO2, etc). F1 uses pure Nitrogen in the tires, but I can’t think of anything else.

The problem I see with the NHTSA investigation is that all of these issues occur on private property (parking lots and what not). At least, most of the videos I’ve seen have been that way. Not sure what NHTSA can really do in this case.
